The use of a Article V State amendment can be written prior to the convention and even then it has to be returned to the State legislature for final ratification of 38 state legislatures. - Article V State conventionThe people will have a long time to be educated if all can present a connected list of reasons and benefits. People are much smarter than you realize they just need the facts. In a Republic the PEOPLE remember are the REPRESENTATIVES ELECTED to the Legislatures of the 50 States.There are several groups going forward as we speak - 34 State Legislatures are involved in some form of nullification and/or 10th amendment actions over Obamacare and the Federal agency overreach. So, educating the Legislatures is not that hard as they have been beat up by the Feds for to long. Will it be easy? no but then as Franklin said we gave you a Republic if you can keep it.

Just close the usurped power agencies and return to the Article I section 8 enumerated - stop using the Necessary and Proper, the Commerce clause, and the General Welfare clauses as enumerated powers which they are not. they were to apply only to the the enumerated powers and not to expand them.
Usurpation is a major breach of Oath of Office. As was said in several Supreme court decisions the law would be void null as if it never existed at all.
In Federalist No. 78 (10th para), Hamilton says:
…every act of a delegated authority, contrary to the tenor of the commission under which it is exercised, is void. No legislative act, therefore, contrary to the Constitution, can be valid. To deny this, would be to affirm, that the deputy is greater than his principal; that the servant is above his master; that the representatives of the people are superior to the people themselves; that men acting by virtue of powers, may do not only what their powers do not authorize, but what they forbid.
